About the Program

The Hampton Roads Metropolitan Medical Response System (HRMMRS) is a collaboration including emergency management, fire departments, emergency medical services agencies, public health departments, hospitals and other healthcare organizations, and community partners from the 17 Hampton Roads jurisdictions, working together to provide emergency medical care for our community before, during and after an incident or disaster.

Program Highlights

Drill and Exercise Support

The Hampton Roads Metropolitan Medical Response System (HRMMRS) and Tidewater Emergency Medical Services Council (TEMS) in partnership with the Eastern Virginia Healthcare Coalition provide a myriad of discussion and operations based exercise support services which are available to EMS agencies, fire departments, law enforcement agencies, Medical Reserve Corps, CERT, public health departments, hospitals and other healthcare organizations.

Equipment

Since its inception in 1999, the Hampton Roads Metropolitan Response System (HRMMRS), has used federal, state, and private grants along with appropriated funds to purchase and maintain a variety of disaster response equipment for the Hampton Roads region.

The HRMMRS currently provides financial and logistic support to maintain the 11 Disaster Medical Support Units (DMSUs), 10 Mass Casualty Evacuation and Transportation Units (MCETUs), 13 Shelter Support Units (SSUs) and the Hampton Roads Metropolitan Medical Strike Team (HRMMST) communications and consumable medical supplies and materials cache.

Warehouse

In late 2020, TEMS and its partner programs, the Hampton Roads Metropolitan Response System and the Eastern Virginia Healthcare Coalition, secured a new 10,000+ sq ft warehouse to help the Council meet the growing needs of the community. This space is essential to supply and resupply disaster response equipment assets and the climate-controlled environment means that it can be done no matter the weather.

With hands-on training space and room to grow, the Tidewater EMS Council warehouse is a location where regional preparation is taking place daily.

Strike Team

The Hampton Roads Metropolitan Medical Strike Team (HRMMST) is trained and equipped to provide operational assistance and expertise to Incident Commanders in the region dealing with the medical effects of mass casualty incidents or other incident types that place a similar demand on healthcare systems and resources in the region.

The HRMMST is a regionally available chemical, biological, radiological, nuclear and explosives (CBRNE) trained medical emergency response team and can be deployed in one of four operational levels.

Training

The Hampton Roads Metropolitan Medical Response System (HRMMRS) provides a variety of training courses for public safety and healthcare personnel in the Hampton Roads region. Here is a partial list of the training provided:
