Office of EMS Studies Regional EMS Councils

The Virginia Office of EMS hired a consultant firm, ASMI, to study the statewide EMS council system. The three part study included review of documentation, random surveys of EMS providers, and in-person interviews. The consultant visited the Tidewater EMS Council on March 22 to meet with board members, system leaders and council staff. The August 2007 Final Report Regional Emergency Medical Services Council Study (pdf) is now available.

Board Revised 2006-2010 Strategic EMS Plan

On April 19, 2007 the Tidewater EMS Council Board of Directors revised its strategic EMS plan. The plan guides the board, committees and staff in the years ahead. Different from previous regional plans, this strategic plan focuses on areas which need improvement or added council involvement, not day-to-day council activities. Read the Tidewater 2006-2010 Strategic EMS Plan.

Tidewater EMS Council Conducts Organizational Analysis

From January to March 2007 the TEMS Council conducted an organizational analysis with the assistance of Horizons Consulting of Virginia Beach. The Board of Directors asked for a report presenting observations and recommendations on the following, including whether or not existing infrastructure and program offerings and results are adequate and support the organization’s vision, mission and strategic plan and where improvements are needed:

  • Are the council’s programs consistent with its vision, mission and strategic plan?

  • Are the council’s programs desirable and successful from the point of view of constituents?

  • Are the council’s resources (staff, board/committee structure, funding) sufficient and properly allocated to achieve overall goals and program specific requirements?

  • Are the council’s resources (staff, board/committee structure, funding) adequately coordinated to achieve maximum efficiency and effectiveness across all program areas?

The report has been completed. Read the full report and recommendations for the board (Acrobat pdf file). The board received the final report in April and will further consider the recommendations during its meeting in July.
